La iniciativa europea Green Recovery -Recuperación Verde- ha sido promovida por Pascal Canfin, presidente de la Comisión de Medio Ambiente del Parlamento Europeo, y secundada por 37 directores generales, 28 asociaciones empresariales que representan a 10 sectores diferentes, una confederación sindical que representa a miembros de 90 organizaciones sindicales nacionales y 10 federaciones sindicales, 7 oenegés y 6 grupos de reflexión. Todos los actores se han comprometido a colaborar en el desarrollo e implementación de soluciones que preparen las economías para el mundo del mañana. Uno de los objetivos clave de la alianza -explica su manifiesto- es movilizar “paquetes de inversión verde post-crisis” para desarrollar “planes de recuperación y transformación que recojan la lucha contra el cambio climático y la biodiversidad como pilar clave de la estrategia económica”. La recuperación económica -explican desde la alianza- solo llegará “con inversiones masivas para proteger y crear puestos de trabajo y para apoyar a todas las empresas, regiones y sectores que tienen problemas debido al parón repentino en la economía”.
La alianza se compromete a contribuir en las decisiones necesarias de inversión posteriores a la crisis para reiniciar y reimpulsar la economía. “Estas inversiones masivas deben desencadenar un nuevo modelo económico europeo: más resistente, más protector, más soberano y más inclusivo: todos estos requisitos residen en una economía construida en torno a los principios ecológicos”. Según la alianza, la transición a una economía neutra desde el punto de vista climático, la protección de la biodiversidad y la transformación de los sistemas agroalimentarios “tienen el potencial de generar rápidamente puestos de trabajo, crecimiento y mejorar el modo de vida de todos los ciudadanos del mundo, así como de contribuir a la construcción de sociedades más resistentes”.
Repensar la sociedad
Después de la crisis -explican los firmantes-, llegará el momento de la reconstrucción: “este momento de recuperación será una oportunidad para repensar la sociedad y desarrollar un nuevo modelo de prosperidad”. La oenegé considera que no se trata de crear una nueva economía desde cero, porque ya existen herramientas y tecnologías adecuadas a ese propósito. En ese sentido, recuerdan los firmantes que en los últimos 10 años se han hecho enormes progresos en la mayoría de los sectores de transición, desarrollando nuevas tecnologías y cadenas de valor, y reduciendo drásticamente el costo de la transición (incluyendo, entre otras cosas: energía renovable, movilidad de emisión cero, agroecología, eficiencia energética…): “hace 10 años, los vehículos de emisión cero eran sólo un prototipo; la energía eólica era tres veces más cara que hoy; la solar, siete veces”.
Optimismo
“La voluntad política -consideran los firmantes- está aquí; ya existen los planes y la estrategia, proyectos como el Pacto Verde Europeo, y otros planes nacionales de desarrollo de carbono cero tienen un enorme potencial para reconstruir la economía y contribuir a crear un nuevo modelo de prosperidad”. En ese contexto, la organización no gubernamental insiste en la idea principal, la de considerar la lucha contra el cambio climático como “pilar clave” de la estrategia económica de recuperación de esta crisis: “necesitamos preparar a Europa para el futuro, y diseñar planes de recuperación, tanto a nivel local y nacional como continental, que consagren la lucha contra el cambio climático como el núcleo de la estrategia económica”. Y concluye: “ha llegado el momento de convertir estos planes en acciones e inversiones que cambien la vida de los ciudadanos y contribuyan a la rápida recuperación de las economías y las sociedades”.

La oenegé española SEO/BirdLife, como parte integrante de BirdLife Internacional, ha anunciado que trabajará y apoyará todas las medidas que se incorporen para esa Recuperación Verde y que llevará a cabo “las acciones necesarias para que el Gobierno y el Parlamento de España se sumen a esta iniciativa como única solución para garantizar la seguridad mundial frente a futuras pandemias contando con la conservación de la naturaleza como principal aliado”.
